Self-Build and Custom House Building Register

Introduction

Welcome to the register of people (or groups) who wish to build or commission their own home in the New Forest District (outside of the New Forest National Park, which has its own Register).

People on the Register will be given priority when self or custom build plots are made available via the Council. Please note that the District is an area of high housing demand and joining the register does not mean that a plot of land will be made available.

The Register will also provide valuable information on demand for such house building in the area and will help the Council to develop housing and planning policies.  

The Register

You can apply for entry on the Register if you meet the following basic eligibility criteria:

  • Aged 18 or over; and
  • A British citizen, a national of a European Economic Area (EEA) state, or a national of Switzerland; and
  • Seeking (either alone or with others) to acquire a serviced plot of land in the New Forest District's area (outside the National Park) for your self- or custom-housebuilding project to build your main home (but not for second homes). 

The registration process has been updated and now includes a local connection test. If you first registered prior to the introduction of the local connection test, you must re-register by 18 October 2019 if you wish to remain enrolled.

If you meet the criteria relating to residence in the district or military service, or you have a qualifying family or employment connection to the district, you will be entered on Part 1 of the Register. Those on Part 1 of the register will be given first priority if new self- or custom build plots are made available through the Council.

The Council has a legal duty to grant permission for enough suitable plots of land to meet the level of need shown in Part One of the Register (but not specifically to those on the Register).

Monitoring Information

The Council has a duty to grant sufficient development permissions to meet the demand for self-build and custom housebuilding in its area, as shown in its self-build register. The report below sets out headline data on demand for self-build and custom housebuilding in the district and how the Council is meeting its duty.
