Taxi Driver Licences

A licence is required before any person can drive a Hackney Carriage and Private Hire Vehicle. (A licence will also be required for the vehicle).

Before a licence is granted the applicant must satisfy the Council that:

  • He/she is fit and proper to hold a licence
  • He/she is medically fit to DVLA Group 2 standard
  • He/she has attained the age of 21 years.
  • He/she has held a full driver's licence (not a provisional licence) granted to the applicant under Part III of the Road Traffic Act 1972 authorising him/her to drive a motor car for at least two years prior to the date of the application.
  • He/she must pass a Police check carried out by the Disclosure and Barring Service (DBS) to an Enhanced level to ensure safety to the public.
  • He/she must have successfully completed the Council's drivers knowledge test. 

The Driver Knowledge Test Information Pack with Booking Form is available from Appletree Court and can be requested in person, from Reception, or by telephoning (023 8028 5505) when a copy will be sent via Royal Mail.

Questions in the Driver Knowledge Test will be based on information contained within the Application Pack; you MUST study this information before taking the test. 

Once you have passed the Councils Driver Awareness you will be sent the application for the driver licence.

On completion of the application form you need to deliver all the paperwork to our offices, bringing with you the following documentation:

  • The completed application form
  • Your DVLA driving licence both paper part and plastic card (original - not photocopy) showing your current address
  • Relevant documents to support your DBS application
  • 2 colour passport type photographs taken within the last month.
  • Completed DVLA mandate
  • Medical Form (Alternatively you may provide an HGV or PCV licence as proof of medical fitness)
  • Fee

Applications will not be accepted without production of the above.

We will gladly photocopy all your original documents upon request at Appletree Court, Lyndhurst.  Please just ask an Information Officer at the reception desk to do this for you.

The Medical Form need not be completed at this stage.You may wait until the necessary checks have been returned to us.

Please be aware that we normally allow approximately 6 weeks from receipt of your application for return of DBS checks as this is the average time that they take.
