Council Tax Valuation Bands

Council Tax Banding

All domestic properties are put into one of eight valuation bands (see table below), based on the properties open market value on 1 April 1991.  The valuation band is shown on your council tax bill and determines the amount of council tax for a property.  The valuation band is determined by the Valuation Office Agency (VOA), an executive agency of Her Majesty's Revenue and Customs.  Please note any improvements or alterations made to a property will not generally affect the council tax band until it is next sold.  Some advice from the Valuation Office Agency about Council Tax banding

Appealing your Band


If you disagree with your council tax band, you may be able to make an appeal to the VOA.  Council Tax charges remain due and payable at the existing band whilst an appeal is being dealt with.

The circumstances in which an appeal can be made to the VOA against the band depend on whether any of the following circumstances apply:-

  • part of the property has been demolished,
  • the property has been adapted to accommodate a disabled person,
  • there has been any material changes to the area that could affect the value of your property.
  • the property has been converted into flats,
  • a new council taxpayer for the property disagrees with the banding and appeals within the first six months of becoming the owner,
  • the property should not be banded as it is not in itself a separate or self-contained dwelling.
