Plans and other documents needed to accompany your planning application - including Ordnance Survey plans

There are certain mandatory requirements that MUST be submitted with your planning application. If these mandatory and local planning application requirements are not submitted then your application will be invalid.

We undertake our consultations to internal and external consultees electronically. Please refer to the Standards for e-consultation issued by PARSOL.

Planning applications may be submitted either as a 'hard copy' or as an online application. Online applications can be made via the Planning Portal.

 'Hard copy' applications require one original and one copy of plans and documents. Where an electronic application is submitted, only one set, in electronic form, is required. If supporting documents are submitted separately we will require two copies. In this case we also encourage you to submit a CD containing this information. Please read our guidance note here.

All applications for planning permission MUST include:

  1. The completed application form - we require one original and one copy.
     
  2. The correct fee (where necessary).
     
  3. Ownership Certificates - we cannot accept an application for planning permission unless the relevant certificates concerning the ownership of the application site have been completed. All applications except for approval of reserved matters, discharge or variation of conditions, tree preservation orders, and express consent to display an advertisement must include the appropriate certificate of ownership.

    An ownership certificate must be completed stating the ownership of the property. Certificates A, B, C and D are listed. For this purpose, an 'owner' is anyone with a freehold interest, or leasehold interest the unexpired term of which is not less than 7 years. Ownership certificates are included with each 1APP form. A notice is be be printed and served on individuals prior to completing Certificate B or C
     
  4. Agricultural Holdings Certificate - this certificate is required irrespective of whether the site includes an agricultural holding. All agricultural tenants must be notified by the applicant before an application is submitted. This certificate is not required if the applicant is making an application for reserved matters, renewal of temporary planning permission, discharge or variation of conditions, tree preservation orders, or express consent to display an advertisement.
     
  5. Part 1 Notice - a notice to owners of the application site must be used if Certificate B or Certificate C has been completed. A copy should be served by the applicant on each of the individuals identified in the relevant certificate.
    Notice 2 - This notice is for publication in local newspaper if Certificate C or D is completed

    NOTE: All plans to have a scale bar ruler, key dimensions (distance of the development from the boundaries of the site and size of the building) original paper size and a north point.
     
  6. The location plan - all applications must include four sets of a location plan based on an up-to-date, accurate, Ordnance Survey based map at a scale of 1:1250 (or 1:2500 in rural areas). The plan must clearly identify the site and the land to which the application relates; it should show sufficient details to readily identify the site i.e. named roads, junctions and named or numbered surrounding properties.

    The application site should be edged clearly with a red line, including all land necessary to carry out the proposed development - for example, it includes any land required for access to the site from a public highway, landscaping, car parking and visibility splays. A blue line must be drawn around any other land owned by the applicant, close to or adjoining the application site.

  7. Block plan - four sets of the block plan should be submitted at a scale of 1:500 or 1:200 as appropriate. This site plan should accurately show:
    i)     The direction of north
    ii)    The proposed development in relation to the site boundaries and other existing buildings on the site and full footprint of all adjacent properties
    iii)   All the buildings, roads and footpaths on land adjoining the site including access arrangements
    iv)   The species, position and crown spread of all trees within 12 metres of any proposed building works
    v)    The extent and type of any hard surfacing
    vi)    Boundary treatment including walls or fencing where this is proposed.
     
  8. Drawings (including floor plans and elevations) - four sets of all drawings at a preferred scale of either 1:100 or 1:50. These should explain the proposal in detail and clearly show the proposed works in relation to what is already there. All sides of the proposal must be shown and these should indicate where possible the proposed building materials and the style, materials and finish of windows and doors. Blank elevations must also be included; if only to show that this is in fact the case.

    Where a proposed elevation adjoins or is close to another building, the drawings should clearly show the relationship between the buildings, and detail the positions of the openings on each property.

    Where existing buildings or walls are to be demolished these should be clearly shown. The drawings should show details of the existing building(s) as well as those of the proposed development. New buildings should be shown in context with adjacent buildings (including property numbers where applicable). Roof plans are required for all planning applications involving significant extensions to roof forms and new buildings. To show the shape of the roof, materials, vents and location.
     
  9. Section drawing - four sets of all drawings drawn at a scale of 1:50 or 1:100 showing a cross section through the proposed building(s) must be submitted in the following cases:
    i)    Where a proposal involves a change in ground levels - illustrative drawings should be submitted to show both existing and finished levels and show how proposed level changes relate to retained trees.
    ii)    On sloping sites - full information is required concerning alterations to levels, the way in which a proposal sits within the site and in particular, the relative levels between existing and proposed buildings.
    iii)   In all cases where a proposal involves a change in ground levels or is on a sloping site. All plans to clearly and consistently show existing and proposed works.

    Section drawings may also be requested in other cases. The drawings may take the form of contours, spot levels, or cross/long sections as appropriate.

    All plans to have a scale bar, key dimensions (distance of the development from the boundaries of the site and size of the building) original paper size and a north point.

    NOTE: If the application being submitted is a joint application, e.g.. Householder and Listed, then a double set of plans and drawings will be required if the application is submitted in 'hard copy' format.
     
  10. Design and Access Statement - a design and access statement is required for all applications except:
    i)     A material change of use of land and buildings, (unless it also involves operational development)
    ii)    Engineering or mining operations
    iii)   Householder developments: statements are required for applications where any part of a dwelling house or its curtilage fall within one of the following designated areas:
                   Site of special scientific interest
                   Conservation area
                   Area of Outstanding Natural Beauty

    All applications for Listed Building Consent must have a design statement.

    Design statements are particularly important where design or materials is a significant issue or in the case of prominent sites.

    A design and access statement is a short report accompanying and supporting a planning application that should seek to explain and justify the proposal in a structured way. The level of detail required in a design and access statement will depend on the scale and complexity of the application, and the length of the statement will vary accordingly. The design and access statement should cover both the design principles and concepts that have been applied to the proposed development and how issues relating to access to the development have been dealt with. A design and access statement should be proportionate to the complexity of the application, but need not be long.
