Housing Development

The main role of Housing Development (HD) is to deliver on our corporate objective of helping to provide affordable homes for local people.

HD work in partnership with a variety of agencies including developers, registered providers, the National Park Authority (NPA), the Homes and Communities Agency (HCA) and the third sector, to deliver affordable homes and housing solutions throughout the New Forest.

We aim to address housing need by encouraging a variety of tenures, such as affordable rent, shared ownership, intermediate rent and low cost home ownership.

A preferred partnership of registered providers work with us to deliver affordable homes, these providers are:

We are a founding member of the HARAH Partnership (Hampshire Alliance for Rural Affordable Housing) with six other local authorities, working together with the HCA, Rural Housing Enablers and English Rural to deliver rural housing through rural exception sites to meet the needs of local people.

We are also a member of the Partnership for Urban South Hampshire (PUSH), a partnership dedicated to sustainable economic-led growth. PUSH covers the Waterside and Totton areas of the New Forest.

The NPA is responsible for planning within the National Park area and we work closely with them to maximise opportunities to meet affordable housing targets.

HD provide advice on the type, size and tenure of affordable housing that they would support for any particular location in the New Forest. The level of affordable housing requirements will depend on the location (see Policy CS15 Affordable Housing Guidance).

Policy CS15 of our core strategy requires affordable housing provision to be made for all housing developments subject to certain limited exceptions such as single replacement dwellings or conversions of existing dwellings, and subject to any relevant site specific viability considerations. In 2016 the Government issued revised national planning practice guidance following the case of West Berkshire District Council and Another v The Secretary of State for Communities and Local Government which states that contributions should not be sought from developments of 10 units or less and which have a maximum combined floorspace of no more than 1,000 sqm.

We accept that it will generally be appropriate to give greater weight to the more recently issued national planning practice guidance than to Policy CS15 of the Core Strategy and not to seek affordable housing contributions from schemes of 10 dwellings or less. However, in view of the conflict that arises between national policy and our adopted development plan policy on this issue, all relevant planning applications will be considered by our Planning Applications Committee which will take account of all material considerations in weighing the merits of each case.
